{"id":5389,"date":"2023-02-09T23:17:46","date_gmt":"2023-02-09T23:17:46","guid":{"rendered":"https:\/\/ameforum.net\/?p=5389"},"modified":"2023-02-09T23:29:51","modified_gmt":"2023-02-09T23:29:51","slug":"as-aid-is-rushed-into-turkey-syria-could-be-left-behind","status":"publish","type":"post","link":"https:\/\/ameforum.net\/ar\/as-aid-is-rushed-into-turkey-syria-could-be-left-behind\/","title":{"rendered":"As aid is rushed into Turkey, Syria could be left behind"},"content":{"rendered":"\n<p>By&nbsp;Nadeen Ebrahim&nbsp;and&nbsp;Dalya Al Masri, CNN<br><br><\/p>\n\n\n\n<p>Syrian victims of the devastating earthquake that hit their country and Turkey on Monday may become hostages of the politics that have divided Syria for over a decade, analysts have warned.<\/p>\n\n\n\n<p>The 7.8 magnitude earthquake, which&nbsp;<a href=\"https:\/\/www.cnn.com\/middleeast\/live-news\/turkey-syria-earthquake-updates-2-8-23-intl\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">struck southern Turkey<\/a>&nbsp;in the early hours of Monday, was followed by more than 100 aftershocks and a second 7.5 magnitude earthquake. More than 11,000 have been killed across Syria and Turkey, and hundreds more are feared trapped under the rubble.<\/p>\n\n\n\n<p>While Turkey has received an<a href=\"https:\/\/www.cnn.com\/2023\/02\/06\/world\/iyw-how-to-help-turkey-syria-earthquake-victims\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;outpouring of support<\/a>&nbsp;and aid from dozens of countries, outreach to Syria has been less enthusiastic, raising concerns that victims on one side of the Turkish-Syrian border may be neglected while others are provided for.<\/p>\n\n\n\n<p>\u201cSyrians must not be forgotten,\u201d Aya Majzoub, Amnesty International\u2019s deputy regional director for the Middle East and North Africa, told CNN. \u201cOften, those who suffer the worst during such disasters are those who were already vulnerable.\u201d<\/p>\n\n\n\n<p>Observers say politics is to blame.<\/p>\n\n\n\n<p>Turkey is a&nbsp;<a href=\"https:\/\/www.cnn.com\/2023\/01\/27\/middleeast\/turkey-elections-erdogan-mime-intl\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">NATO member<\/a>&nbsp;whose international stature has only grown in recent years. Syria, on the other hand, is ruled by a myriad of disparate groups. Its regime, internationally sidelined and heavily sanctioned due to its brutal suppression of&nbsp;<a href=\"https:\/\/www.cnn.com\/2012\/03\/01\/world\/meast\/syria-crisis-beginnings\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">an uprising there<\/a>&nbsp;that started in 2011, counts Iran and Russia as its closest allies \u2013 both global pariahs.<\/p>\n\n\n\n<p>The Syrian regime is shunned by most Western countries. But leader Bashar al-Assad has begun forging ties with former enemies as regional states welcome him back into the fold. Last year, the United Arab Emirates&nbsp;<a href=\"https:\/\/www.cnn.com\/2012\/12\/06\/world\/meast\/bashar-al-assad---fast-facts\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">welcomed Assad&nbsp;<\/a>in Abu Dhabi, and last month Turkish President Recep Tayyip Erdogan said that the pair may soon meet for peace talks.<\/p>\n\n\n\n<p>Some of the areas of Syria most impacted by the earthquake are controlled by the regime, others by Turkish-backed and US-backed opposition forces, Kurdish rebels and Sunni Islamist fighters. Idlib, one of Syria\u2019s last opposition strongholds, is controlled by&nbsp;<a href=\"https:\/\/edition.cnn.com\/2017\/07\/24\/middleeast\/syria-idlib-control-hts\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">Hayat Tahrir al-Sham<\/a>&nbsp;(HTS) organization, an armed Sunni Islamist group.<\/p>\n\n\n\n<p>\u201cIt\u2019s still an active conflict zone, the Syrian crisis is far from over,\u201d said Charles Lister, senior fellow and director of the Syria and Countering Terrorism &amp; Extremism program at the Middle East Institute in Washington, DC. \u201cThe UN aid mission is a complicated set up.\u201d<\/p>\n\n\n\n<p>Seventy countries and 14 international organizations have offered Turkey relief following the quake, Erdogan said on Tuesday, including the United States, the United Kingdom, the UAE, Israel and Russia.<\/p>\n\n\n\n<figure class=\"wp-block-image is-resized\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/media.cnn.com\/api\/v1\/images\/stellar\/prod\/230208095542-aleppo-syria-earthquake-aid-020823.jpg?c=16x9&amp;q=h_270,w_480,c_fill\" alt=\"Workers unload aid sent by Iran at the airport in Syria's northern city of Aleppo early on February 8, 2023.\" width=\"1034\" height=\"582\" \/><\/figure>\n\n\n\n<p>Workers unload aid sent by Iran at the airport in Syria&#8217;s northern city of Aleppo early on February 8, 2023.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"paragraph-4e5105b1-aa8d-0155-dac5-31482f9c31fc\">Aid must go through Damascus<\/h2>\n\n\n\n<p>The international aid situation in Syria is less clear. So far, the UAE, Iraq, Iran, Libya, Egypt, Algeria and India have already sent relief directly to regime-controlled airports. Others such as Taliban-ruled Afghanistan, Saudi Arabia, Qatar, Oman, China, Canada and the Vatican have pledged aid; however it is unclear if that relief will be sent directly to the regime.<\/p>\n\n\n\n<p>The regime insists that all aid to the country, including aid that is meant for areas outside its control, be directed to the capital Damascus.<\/p>\n\n\n\n<p>\u201cWe are ready to work with all who want to provide Syria, from inside Syria, so access from inside Syria is there,\u201d Syria\u2019s representative to the UN, Bassam al-Sabbagh, told a news conference in New York on Monday. \u201cSo, anyone who\u2019d like to help Syria they can coordinate with the government and we will be ready to do so.\u201d<\/p>\n\n\n\n<p>That hasn\u2019t been received well by activists and observers who fear that the regime could hamper timely aid to thousands of quake victims in rebel-held areas, most of whom are women and children, according to the UN.<\/p>\n\n\n\n<p>\u201cThe Assad regime has systematically siphoned off aid and\/or blocked it from reaching non-regime areas (in the past),\u201d&nbsp;<a href=\"https:\/\/twitter.com\/maitelsadany\/status\/1622706975539691526\" target=\"_blank\" rel=\"noreferrer noopener\">tweeted Mai El-Sadany<\/a>, a Washington-based human rights lawyer and managing editor at the Tahrir Institute for Middle East Policy. \u201cThe international community must urgently find ways to ensure that emergency assistance and support reaches the people of northwest Syria.\u201d<\/p>\n\n\n\n<p>Syria\u2019s ministry of foreign affairs did not respond to CNN\u2019s request for comment.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" opposition forces is only expected to stifle international assistance.<\/p>\n\n\n\n<p>\u201cThere is likely to be less international assistance provided to opposition areas because that is additionally complicated,\u201d Lister told CNN. \u201cIt\u2019s not an area controlled by a sovereign government and makes it difficult for aid operators.\u201d<\/p>\n\n\n\n<p>Already, UN aid to the region has been disrupted due to damage inflicted on roads by the earthquake, the UN has said. Its UN envoy Sabbagh said on Tuesday that planes refused to land at Syrian airports because of American and European sanctions. \u201cSo even those countries who want to send humanitarian assistance, they cannot use the airplane cargo because of the sanctions,\u201d he said in New York.<\/p>\n\n\n\n<p>The Damascus-based Syrian Arab Red Crescent made a similar appeal on Tuesday, adding that it was ready to deliver aid into rebel-held areas.<\/p>\n\n\n\n<p>In November, a UN-appointed human rights expert called for the immediate lifting of unilateral sanctions against Syria, saying they are exacerbating the destruction and trauma suffered by ordinary citizens there.<\/p>\n\n\n\n<p>The US has, however, ruled out changing its position on the regime.<\/p>\n\n\n\n<p>\u201cIt would be quite ironic, if not even counterproductive, for us to reach out to a government that has brutalized its people over the course of a dozen years now \u2013 gassing them, slaughtering them, being responsible for much of the suffering that they have endured,\u201d US State Department spokesperson Ned Price told a media briefing on Monday.<\/p>\n\n\n\n<p>Some analysts agree that the regime could exploit the tragedy for its own benefit.<\/p>\n\n\n\n<p>\u201cIt\u2019s a very convenient time for the regime to be making that argument because if sanctions were dropped, the ramifications of the much broader geopolitical situation would be game changing,\u201d said Lister.<\/p>\n\n\n\n<p><em>Additional reporting by CNN\u2019s Chris Liakos<\/em><\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"paragraph-733ed859-aade-b3df-8ad4-313d936582dc\"><strong>The digest<\/strong><\/h2>\n\n\n\n<p><strong>Iran reveals an underground air force base<\/strong><\/p>\n\n\n\n<p>Iran on Tuesday revealed an underground air force base called \u201cEagle 44,\u201d the first in the country large enough to house fighter jets, the official IRNA news said. Some decried the account\u2019s use of incomplete Quranic verses that they said are taken out of context and thus change the meaning of the text.<\/p>\n\n\n\n<p>The account owner appears to run sister accounts in English, French and German, on which it posts translations of Quranic verses.
