Qin claimed U.S. calls for \u201cestablishing guardrails\u201d on the relationship meant that China should not react.<\/p>\n\n\n\n<p>Qin also said that the&nbsp;<a href=\"https:\/\/www.cnbc.com\/2023\/03\/07\/chinas-new-foreign-minister-qin-gang-holds-first-press-briefing.html\" target=\"_blank\" rel=\"noopener\">U.S. needed to \u201chit the brake\u201d to prevent conflict with China.<\/a><\/p>\n\n\n\n<p>\u201cWe have made it clear we do not seek to contain China or have a new Cold War,\u201d the U.S. State Department spokesperson said.<\/p>\n\n\n\n<p>The spokesperson pointed to Secretary of State Antony Blinken\u2019s comments last year that said the U.S. doesn\u2019t seek to stop China from growing its economy or \u201cadvancing the interests of its people.\u201d<\/p>\n\n\n\n<p>\u201cHe also said we do not want to sever China\u2019s economy from ours, though China is pursuing asymmetric decoupling,\u201d the spokesperson said.<br><\/p>\n\n\n\n<p>Blinken previously defined asymmetric decoupling as&nbsp;<a href=\"https:\/\/www.state.gov\/the-administrations-approach-to-the-peoples-republic-of-china\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cseeking to make China less dependent on the world and the world more dependent on China.\u201d<\/a><\/p>\n\n\n\n<p>Beijing has accelerated efforts to&nbsp;<a href=\"https:\/\/www.cnbc.com\/2023\/03\/08\/china-plans-to-revamp-finance-tech-oversight.html\" target=\"_blank\" rel=\"noopener\">boost its self-sufficiency in tech<\/a>&nbsp;and food supply. The country remains a major \u2014 if not the largest \u2014&nbsp;<a href=\"https:\/\/www.cnbc.com\/2022\/08\/05\/taiwans-trade-with-china-is-far-bigger-than-its-trade-with-the-us.html\" target=\"_blank\" rel=\"noopener\">trading partner of much of the world, from Taiwan<\/a>&nbsp;to Singapore, Germany and the U.S.<\/p>\n\n\n\n<p>The Biden administration late last year tightened restrictions on U.S. businesses\u2019 and individuals\u2019 ability to work with Chinese partners on high-end semiconductors. The administration is&nbsp;<a href=\"https:\/\/www.wsj.com\/articles\/u-s-prepares-new-rules-on-investment-in-technology-abroad-a451e035\" target=\"_blank\" rel=\"noreferrer noopener\">reportedly mulling limits on U.S. investment in advanced Chinese technology, primarily military-related.<\/a><\/p>\n\n\n\n<p>Tensions between the U.S. and China have escalated in the last few years. In a sign of some stabilization in the relationship, Chinese President Xi Jinping and U.S. President Joe Biden met in person in November.<\/p>\n\n\n\n<p>However, the appearance of an alleged Chinese spy balloon over the U.S. forced Blinken to postpone his trip to Beijing last month.
