{"id":5899,"date":"2023-03-23T05:13:55","date_gmt":"2023-03-23T05:13:55","guid":{"rendered":"https:\/\/ameforum.net\/?p=5899"},"modified":"2023-03-23T05:13:57","modified_gmt":"2023-03-23T05:13:57","slug":"no-path-to-peace-five-key-takeaways-from-xi-and-putins-talks-in-moscow","status":"publish","type":"post","link":"https:\/\/ameforum.net\/ar\/no-path-to-peace-five-key-takeaways-from-xi-and-putins-talks-in-moscow\/","title":{"rendered":"No path to peace: Five key takeaways from Xi and Putin\u2019s talks in Moscow"},"content":{"rendered":"\n<p>Simone McCarthy<\/p>\n\n\n\n<p>Hong KongCNN&nbsp;\u2014&nbsp;<\/p>\n\n\n\n<p>Chinese leader Xi Jinping and Russian President Vladimir Putin have made a sweeping affirmation of their alignment across a host<strong>&nbsp;<\/strong>of issues \u2013 and shared mistrust of the United States \u2013 in a lengthy statement&nbsp;<a href=\"https:\/\/www.cnn.com\/2023\/03\/21\/europe\/china-xi-russia-putin-visit-day-two-talks-intl-hnk\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">following talks between the two leaders<\/a>&nbsp;in Moscow this week.<\/p>\n\n\n\n<p>Their meeting, which took place under the shadow of Russia\u2019s&nbsp;<a href=\"https:\/\/www.cnn.com\/world\/europe\/ukraine\" target=\"_blank\" rel=\"noreferrer noopener\">onslaught in Ukraine<\/a>, left no question about Beijing\u2019s commitment to developing its rapport with Moscow, despite Putin\u2019s growing isolation on the global stage as its&nbsp;<a href=\"https:\/\/www.cnn.com\/interactive\/2023\/02\/europe\/russia-ukraine-war-timeline\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">devastating war<\/a>&nbsp;continues into its second year.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/media.cnn.com\/api\/v1\/images\/stellar\/prod\/230321143537-02-xi-jinping-moscow-032123.jpg?c=16x9&amp;q=h_720,w_1280,c_fill\" alt=\"Russian President Vladimir Putin meets with Chinese leader Xi Jinping at the Kremlin in Moscow on March 21, 2023.\" \/><figcaption class=\"wp-element-caption\">Russian President Vladimir Putin meets with Chinese leader Xi Jinping at the Kremlin in Moscow on March 21, 2023.Grigory Sysoyev\/AFP\/SPUTNIK\/Getty Images<\/figcaption><\/figure>\n\n\n\n<p>It also failed to move the needle on bringing that conflict to resolution.<\/p>\n\n\n\n<p>Instead, Xi\u2019s three-day visit to the Russian capital, which concluded Wednesday, was an opportunity for the two self-described \u201cfriends\u201d to showcase their&nbsp;<a href=\"https:\/\/www.cnn.com\/2023\/03\/20\/europe\/xi-putin-china-russia-visit-monday-intl-hnk\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">close personal rapport<\/a>&nbsp;amid the pomp of a state visit \u2013 and lay out how they could advance a world order that counters one they see as led by Washington and its democratic allies<strong>.<\/strong><\/p>\n\n\n\n<p>The meeting culminated in more than a dozen agreements bolstering cooperation in areas from trade and technology to state propaganda, according to a Kremlin list. The leaders\u2019 central statement focused on how the two countries would \u201cdeepen\u201d their relationship.<\/p>\n\n\n\n<p>Xi\u2019s visit was contrasted by another key diplomatic mission to the region.<\/p>\n\n\n\n<p>Japanese Prime Minister and US ally Fumio Kishida&nbsp;<a href=\"https:\/\/www.cnn.com\/2023\/03\/20\/asia\/japan-ukraine-kishida-zelensky-intl-hnk\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">landed in Ukraine<\/a>&nbsp;to sit down with Ukrainian President Vlodomyr Zelensky on Tuesday \u2013 further underlining how the conflict in Europe has also deepened divisions in Asia.<\/p>\n\n\n\n<p>Here\u2019s what you need to know about Xi and Putin\u2019s meetings.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/media.cnn.com\/api\/v1\/images\/stellar\/prod\/230322031513-01-putin-xi-big-tables-032123-restricted.jpg?c=16x9&amp;q=h_720,w_1280,c_fill\" alt=\"Chinese leader Xi Jinping and Russian President Vladimir Putin hold talks at the Kremlin in Moscow, Russia, March 21, 2023. \" \/><figcaption class=\"wp-element-caption\">Chinese leader Xi Jinping and Russian President Vladimir Putin hold talks at the Kremlin in Moscow, Russia, March 21, 2023.Shen Hong\/Xinhua\/Getty Images<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"paragraph-76dace70-7e64-8bcd-bb61-078cbf6ac09c\">No meaningful path forward on Ukraine<\/h2>\n\n\n\n<p>The meetings yielded no breakthrough on resolving the conflict in Ukraine.<\/p>\n\n\n\n<p>Both leaders called for the cessation of actions that \u201cincrease tensions\u201d and \u201cprolong\u201d the war in Ukraine, according to their joint statement released by China\u2019s Foreign Ministry. The statement did not acknowledge that Russia\u2019s invasion and military assault were the cause of ongoing violence and humanitarian crisis in Ukraine.<\/p>\n\n\n\n<p>The leaders also urged NATO to \u201crespect the sovereignty, security, interests,\u201d of other countries \u2013 a reference that appeared to echo long-standing rhetoric from both countries falsely blaming the Western security alliance for provoking Russia to invade.<\/p>\n\n\n\n<p>In recent weeks, China had appeared to position itself as a peace broker, releasing its position on a\u00a0<a href=\"https:\/\/edition.cnn.com\/2023\/02\/23\/china\/china-position-political-settlement-ukraine-intl-hnk\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cpolitical solution\u201d<\/a>\u00a0to the conflict calling for a ceasefire and peace talks.<\/p>\n\n\n\n<p>Putin said that \u201cmany of the provisions\u201d could be \u201ctaken as the basis\u201d for a peaceful settlement in Ukraine, \u201cwhen the West and Kyiv are ready for it,\u201d in comments to reporters following Tuesday talks.<\/p>\n\n\n\n<p>But the proposal has been viewed as a nonstarter in the West and Ukraine, because it includes no provision that Moscow withdraw its troops from Ukrainian land.<\/p>\n\n\n\n<p>On Tuesday, Zelensky said a ceasefire would \u201csimply freeze\u201d the conflict, giving Russia time to \u201cprepare and come back again with their single wish, the wish of their leader &#8211; that is to occupy our country.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"paragraph-634859e3-5df8-f2c7-77ae-07c1c8ad5db0\">New world order and alignment against the US<\/h2>\n\n\n\n<p>Experts say that China and Russia\u2019s inclination to build their alignment against the US \u2013 and a world order more suited to their own more autocratic<strong>&nbsp;<\/strong>agendas \u2013 was driving the meeting, not interest in resolving the conflict in Ukraine.<\/p>\n\n\n\n<p>As Xi left the Kremlin following a state dinner on Tuesday evening with Putin, his parting message reiterated his view that global power dynamics are shifting.<\/p>\n\n\n\n<p>\u201cTogether, we should push forward these changes that have not happened for 100 years. Take care,\u201d he said during a goodbye handshake with Putin, alluding to what<strong>\u00a0<\/strong>Xi sees as an era where the West is fading and China is ascendant.<\/p>\n\n\n\n<p>In their joint statement, the two authoritarian leaders called for promoting a \u201cmultipolar world\u201d \u2013 a buzzword for a system not led by so-called Western values and rules, and pledged to work together to \u201csafeguard the international system,\u201d and the United Nations \u2013 where the two have a track record of blocking motions, including against actors like North Korea.<\/p>\n\n\n\n<p>They also hit out at Washington at multiple points \u2013 including saying they \u201curge the United States to stop undermining international and regional security and global strategic stability in order to maintain its own unilateral military superiority.\u201d<\/p>\n\n\n\n<p>Alexander Korolev, an international relations expert at the University of New South Wales in Australia, said the joint statement showed an \u201coverall convergence of Chinese and Russian world views and approaches to many international issues.\u201d<\/p>\n\n\n\n<p>\u201cIt\u2019s very explicit and clear in terms of identifying the United States as a major security threat,\u201d he said.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"paragraph-e054c3a8-140d-4e20-4740-07e3482fbdbd\">\u2018Military mutual trust\u2019 and defense ties<\/h2>\n\n\n\n<p>Perceived threats from bodies like NATO and AUKUS \u2013 a security pact comprised of Australia, the United Kingdom, the United States \u2013 emerged as a clear focus for both leaders, including their implications on Asia.<\/p>\n\n\n\n<p>Xi and Putin both expressed \u201cserious concerns\u201d in their joint statement about NATO\u2019s \u201ccontinuous strengthening of military-security ties with Asia-Pacific countries\u201d and said they \u201coppose external military forces undermining regional peace and stability.\u201d<\/p>\n\n\n\n<p>As China\u2019s aggression in the&nbsp;<a href=\"https:\/\/www.cnn.com\/interactive\/2018\/08\/asia\/south-china-sea\/\" target=\"_blank\" rel=\"noreferrer noopener\">South China Sea<\/a>&nbsp;increased, the US has bolstered its Indo-Pacific presence and its ties with regional allies.<\/p>\n\n\n\n<p>Russia and China pledged to \u201cfurther deepen military mutual trust,\u201d citing strengthening their military exchanges and cooperation and regularly organizing joint maritime and aerial patrols.<\/p>\n\n\n\n<p>The two countries have continued running joint drills around the world since the war began.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"paragraph-aab959a9-20da-71c0-eb08-07f10717f634\">Economic and energy boost<\/h2>\n\n\n\n<p>Putin said Tuesday that Moscow was ready to support Chinese business \u201creplacing Western enterprises\u201d that left Russia since the start of his invasion of Ukraine.<\/p>\n\n\n\n<p>Russia has&nbsp;<a href=\"https:\/\/www.cnn.com\/2023\/02\/22\/economy\/china-russia-economic-ties-ukraine-intl-hnk\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">grown increasingly reliant<\/a>&nbsp;on China as both an import market and an exporter of electronics after being slapped with sweeping sanctions.<\/p>\n\n\n\n<p>The partners appeared poised to expand what has already been a surge in energy trade over the past year as Europe cut its reliance on Russia\u2019s key resource.<\/p>\n\n\n\n<p>Both leaders also said they \u201cwill build a closer energy partnership, supporting companies from both countries in advancing cooperation projects in oil, gas, coal, electricity and nuclear energy.\u201d<\/p>\n\n\n\n<p>Putin in comments to media added that further growth in Russian gas exports to China was discussed, including \u201cimplementation of the initiative to build the Power of Siberia 2 gas pipeline through the territory of Mongolia.\u201d<\/p>\n\n\n\n<p>Xi did not explicitly mention the pipeline in his comments at the briefing, which Russia has touted as a replacement for the now-defunct Nord Stream 2 line delivering gas into Europe.<\/p>\n\n\n\n<p>The joint statement did mention working together to promote \u201cresearch and consultation\u201d related to a \u201cnew China-Mongolia-Russia natural gas pipeline project.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"paragraph-11dd3e50-383b-783f-2e29-07fd1960a458\">Divided world<\/h2>\n\n\n\n<p>The optics of the Moscow summit was a deep contrast to the coinciding meeting in Ukraine between Zelensky and Japanese leader Kishida.<\/p>\n\n\n\n<p>Zelensky praised Kishida and other leaders who have visited as \u201cshowing respect\u201d not only for Ukraine but \u201cfor the preservation and functioning of civilized rules and civilized life in the world.\u201d<\/p>\n\n\n\n<p>\u201cGiven Japan\u2019s strength, its leadership in Asia in defending peace and the rules-based international order, and Japan\u2019s responsibility as the (Group of Seven) chair, our talks today can truly yield a global result,\u201d he said in a nightly address Tuesday.<\/p>\n\n\n\n<p>Xi has yet to speak with Zelensky since the Russian invasion began, though a senior Ukrainian official told CNN Tuesday that discussions are underway between the two countries to organize a call between them about China\u2019s resolution proposal, with \u201cnothing concrete\u201d scheduled.<\/p>\n\n\n\n<p>But even still, experts say Xi\u2019s Moscow meeting \u2013 while shoring up an alignment with Russia that China sees as critical to weakening US global influence \u2013 may come at a cost for China\u2019s other relations.<\/p>\n\n\n\n<p>\u201c(Xi\u2019s visit) clearly puts China and Russia relations above any kind of other bilateral relations China can have,\u201d said Jean-Pierre Cabestan, a professor of political science at Hong Kong Baptist University.<\/p>\n\n\n\n<p>However, this \u201cjoint statement is not going to win (China) many friends in Europe,\u201d he said, \u201cbecause the whole Europe is so mobilized behind Ukraine to try to kick out the
