{"id":7369,"date":"2023-09-06T21:07:05","date_gmt":"2023-09-06T21:07:05","guid":{"rendered":"https:\/\/ameforum.net\/?p=7369"},"modified":"2023-09-06T21:07:41","modified_gmt":"2023-09-06T21:07:41","slug":"china-president-xis-absence-from-g20-wont-affect-summit-consensus-india","status":"publish","type":"post","link":"https:\/\/ameforum.net\/ar\/china-president-xis-absence-from-g20-wont-affect-summit-consensus-india\/","title":{"rendered":"China President Xi\u2019s absence from G20 won\u2019t affect summit consensus: India"},"content":{"rendered":"\n<p>Chinese President Xi Jinping skipping the weekend&nbsp;<a href=\"https:\/\/www.aljazeera.com\/news\/2023\/9\/5\/g20-in-india-when-will-2023-new-delhi-summit-be-held-and-who-is-attending\" target=\"_blank\" rel=\"noopener\">G20 summit in New Delhi<\/a>&nbsp;is not unusual, Indian Foreign Minister Subrahmanyam Jaishankar says, adding that the decision has nothing to do with tense ties with New Delhi.<\/p>\n\n\n\n<p>The diplomat told a local news agency on Wednesday that Xi\u2019s absence will not affect negotiations to produce a consensus communique at the gathering of world\u2019s largest economies slated to be held on Saturday and Sunday.<\/p>\n\n\n\n<p>Beijing has said that relations between the two nuclear-armed Asian giants remain \u201cgenerally stable\u201d despite Xi\u2019s decision not to attend the&nbsp;<a href=\"https:\/\/www.aljazeera.com\/gallery\/2023\/9\/4\/as-indias-capital-gets-makeover-for-g20-summit-poor-say-lives-destroyed\" target=\"_blank\" rel=\"noopener\">Group of 20 summit<\/a>&nbsp;in the Indian capital.<\/p>\n\n\n\n<p>This week, China announced that Premier Li Qiang, who took office in March, would represent the country at the meeting. Jaishankar noted that a \u201ccountry\u2019s position is obviously reflected by whoever is the representative\u201d.<\/p>\n\n\n\n<p>Relations between China and India remain frosty over a border dispute that led to a clash three years ago in which 20 Indian and four Chinese soldiers were killed.<\/p>\n\n\n\n<p>It has turned into a long-running standoff in the rugged Himalayan area where each side has stationed tens of thousands of military personnel backed by artillery, tanks and fighter jets.<\/p>\n\n\n\n<p>The border clashes came a year after India stripped the semi-autonomous status from the disputed Kashmir region, parts of which are controlled by China. Beijing\u00a0<a href=\"https:\/\/www.aljazeera.com\/news\/2023\/5\/19\/china-to-boycott-g20-meeting-in-kashmir\" target=\"_blank\" rel=\"noopener\">did not attend the G20 tourism meeting<\/a>\u00a0held in May in Indian-administered Kashmir.\u00a0Late last month, New Delhi criticised Beijing for including Indian territories in China\u2019s new map released on August 28.<\/p>\n\n\n\n<p>This week, India is staging military exercises near the Chinese border, which will continue through the summit.<\/p>\n\n\n\n<p>Analysts said Xi giving the summit a miss was a new setback to ties between the Asian giants.<\/p>\n\n\n\n<p>But Xi\u2019s absence could also be a signal of his narrative of \u2018the East is rising, and the West is falling\u2019 as well as showing solidarity with Russian President Vladimir Putin, said Wen-Ti Sung, political scientist at Australian National University.<\/p>\n\n\n\n<figure class=\"wp-block-image is-resized\" id=\"attachment_793839\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.aljazeera.com\/wp-content\/uploads\/2019\/12\/a7f593faa82d430a82c1fd5fe5f068ab_18.jpeg?w=770&amp;resize=770%2C433&amp;quality=80\" alt=\"Indian Minister of External Affairs Subrahmanyam Jaishankar speaks to the media after the 2019 U.S.-India 2+2 Ministerial Dialogue at the State Department in Washington\" class=\"wp-image-793839\" style=\"width:1035px;height:433px\" width=\"1035\" height=\"433\" \/><figcaption class=\"wp-element-caption\">Jaishankar also played down a threat from his Russian counterpart, Sergey Lavrov, who will represent Moscow at the summit in Putin\u2019s absence. [File: Joshua Roberts\/Reuters]<\/figcaption><\/figure>\n\n\n\n<p>Without mentioning the dispute with India or the reason for Xi\u2019s decision not to attend, Chinese Ministry of Foreign Affairs spokesperson Mao Ning said Chinese leaders have \u201calways supported India\u2019s hosting of this year\u2019s summit and are ready to work with all parties to make the&nbsp;<a href=\"https:\/\/www.aljazeera.com\/features\/2023\/9\/6\/can-a-divided-g20-still-set-the-global-agenda\" target=\"_blank\" rel=\"noopener\">G20 summit<\/a>&nbsp;a success\u201d.<\/p>\n\n\n\n<p>\u201cAt present, China-India relations remain generally stable, and dialogue and communication have been maintained at all levels,\u201d Mao told reporters at a daily briefing.<\/p>\n\n\n\n<p>\u201cWe are willing to work with the Indian side to promote greater and continuous development of China-India relations,\u201d she said.<\/p>\n\n\n\n<p>Frictions between the two have also arisen over trade, technology and investment and India\u2019s growing strategic ties with China\u2019s main rival, the United States. Both India and China have expelled the other\u2019s journalists and once-plentiful educational exchanges have all but dried up.<\/p>\n\n\n\n<p>India recently overtook China as the world\u2019s most populous nation and the two are rivals in computers, steelmaking, space exploration and other high-tech fields.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter\"><img decoding=\"async\" src=\"https:\/\/www.aljazeera.com\/wp-content\/uploads\/2023\/09\/INTERACTIVE_G20_SEPTEMBER2023_2023_G20-attendees-1693921455.jpg-1694012841.webp?w=770&amp;resize=770%2C770&amp;quality=80\" alt=\"Who is attending the G20 summit in India?\" class=\"wp-image-2345856\" \/><\/figure><\/div>\n\n\n<h2 class=\"wp-block-heading\" id=\"deep-divisions\">Deep divisions<\/h2>\n\n\n\n<p>The summit of the world\u2019s richest countries is being held in the context of a \u201cvery turbulent\u201d global environment, and expectations for the G20 to find solutions to some of the world\u2019s pressing problems are \u201cvery high\u201d, Jaishankar told the ANI news agency.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.aljazeera.com\/news\/2023\/5\/22\/what-is-the-g20-3\" target=\"_blank\" rel=\"noopener\">The G20 has been divided<\/a>&nbsp;on the war in Ukraine, and analysts and officials have said the absence of Xi and Putin mean it would be difficult to arrive at a consensus Leaders Declaration at the summit.<\/p>\n\n\n\n<p>The bloc is divided on commitments to phase down fossil fuel use, increase renewable energy targets and&nbsp;<a href=\"https:\/\/www.aljazeera.com\/gallery\/2023\/9\/6\/climate-issues-unresolved-as-recently-flooded-new-delhi-hosts-g20-summit\" target=\"_blank\" rel=\"noopener\">reduce greenhouse gas emissions<\/a>, they said.<\/p>\n\n\n\n<p>Jaishankar also played down a threat from his Russian counterpart, Sergey Lavrov, who will&nbsp;<a href=\"https:\/\/www.aljazeera.com\/news\/2023\/8\/29\/putin-confirms-g20-absence-to-modi-congratulates-india-on-moon-landing\" target=\"_blank\" rel=\"noopener\">represent Moscow at the summit<\/a>&nbsp;in Putin\u2019s absence, that Russia will block the summit\u2019s final declaration unless it reflects Moscow\u2019s position on Ukraine and other crises.<\/p>\n\n\n\n<p>He said countries try to maximise their negotiating positions and people should not \u201cprejudge\u201d the outcome.<\/p>\n\n\n\n<p>\u201cI am confident that every one of the G20 coming to Delhi will understand the responsibility that they bear, \u2026 that the other 180 countries of the world are looking to them to set directions and that they cannot afford to fail them.\u201d<br><br>SOURCE:\u00a0AL JAZEERA AND NEWS AGENCIES<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Chinese President Xi Jinping skipping the weekend&nbsp;G20 summit in New Delhi&nbsp;is not unusual, Indian Foreign Minister Subrahmanyam Jaishankar says, adding that the decision has nothing to do with tense ties with New Delhi.
