{"id":6764,"date":"2023-06-19T01:21:57","date_gmt":"2023-06-19T01:21:57","guid":{"rendered":"https:\/\/ameforum.net\/?p=6764"},"modified":"2023-06-19T01:22:30","modified_gmt":"2023-06-19T01:22:30","slug":"blinken-holds-high-stakes-talks-in-china-amid-rising-tensions-between-worlds-two-superpowers","status":"publish","type":"post","link":"https:\/\/ameforum.net\/en\/blinken-holds-high-stakes-talks-in-china-amid-rising-tensions-between-worlds-two-superpowers\/","title":{"rendered":"Blinken holds high-stakes talks in China amid rising tensions between the world's two superpowers"},"content":{"rendered":"<p>Jennifer Hansler, Kylie Atwood and Nectar Gan, CNN<\/p>\n\n\n\n<p>US Secretary of State&nbsp;<a href=\"https:\/\/www.cnn.com\/2023\/06\/14\/politics\/blinken-china-announcement\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">Antony Blinken&nbsp;<\/a>kicked off talks with senior Chinese officials in Beijing on Sunday at the start of a high-stakes visit meant to steer relations back on course after months of inflamed tensions between the world\u2019s two largest economies.<\/p>\n\n\n\n<p>Blinken is the first secretary of state to travel to China in five years and the most senior US official to make such a mission since President Joe Biden took office in early 2021.<\/p>\n\n\n\n<p>Observers will be closely watching for whether a meeting with Chinese leader Xi Jinping is on the cards. Previous trips by America\u2019s top diplomat have often involved a face to face with China\u2019s top leader, but relations are at their lowest in decades.<\/p>\n\n\n\n<p>Officials from both governments have&nbsp;<a href=\"https:\/\/www.cnn.com\/2023\/06\/15\/china\/blinken-china-visit-us-tensions-analysis-int-hnk\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">signaled low expectations<\/a>&nbsp;for the visit, with a senior State Department official telling reporters earlier this week that he does not expect \u201ca long list of deliverables.\u201d<\/p>\n\n\n\n<p>Instead, US officials are framing the trip as an effort to resume normal channels of communication with China in order to avoid conflict between two of the globe\u2019s great powers.<br><br>\u201cWhat we\u2019re working to do on this trip is to really carry forward what President Biden and President Xi agreed to in Bali at the end of last year, which was to establish sustained, regular lines of communication at senior levels across our governments precisely so that we can make sure that we are communicating as clearly as possible to avoid, as best possible, misunderstandings and miscommunications,\u201d Blinken said Friday prior to his departure.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"paragraph-72915b8f-6aa4-ffd7-17a3-cf5a8be2a46c\">Meeting with foreign minister<\/h2>\n\n\n\n<p>Blinken\u2019s primary goal in China is to reestablish channels of communication, especially direct military-to-military communication between Washington and Beijing, according to a senior State Department official.<\/p>\n\n\n\n<p>His retinue touched down in Beijing on Sunday with a full schedule for the first day which began with meeting China\u2019s foreign minister, Qin Gang, who took up the post six months ago after ending a stint as Beijing\u2019s ambassador to Washington.<\/p>\n\n\n\n<p>Blinken and Qin shook hands in front of reporters at the Diaoyutai State Guesthouse on Sunday afternoon, their first in-person meeting in their current positions.<\/p>\n\n\n\n<p>The two officials exchanged terse pleasantries in English about the US delegation\u2019s flight over before heading into a brightly lit meeting room, with large windows looking out to a lotus pond and a large Chinese traditional ink painting on the wall.<\/p>\n\n\n\n<p>During the meeting, which lasted for more than five hours, Blinken invited Qin to visit Washington and the invitation was accepted, State Department spokesperson Matt Miller said in a readout of the meeting.<\/p>\n\n\n\n<p>\u201cThe Secretary invited Foreign Minister Qin to Washington to continue discussions, and they agreed to schedule a reciprocal visit at a mutually suitable time,\u201d Miller said, adding that Blinken had emphasized the \u201cimportance of diplomacy and maintaining channels of communication across the full range of issues to reduce the risk of misperception or miscalculation.\u201d<\/p>\n\n\n\n<p>Blinken also expressed US concerns on a number of fronts and opportunities to work together with China where interests align, Miller said.<\/p>\n\n\n\n<p>US officials who took part in the meeting included Assistant Secretary of State for East Asian and Pacific Affairs Daniel Kritenbrink and US Ambassador to China Nicholas Burns.<\/p>\n\n\n\n<p>On the Chinese side, Qin was accompanied by other foreign ministry officials, including Assistant Foreign Minister Hua Chunying.<strong><\/strong><\/p>\n\n\n\n<p>On the whole, Sunday\u2019s meeting was \u201cdirect\u201d and resulted in progress \u201con a number of fronts\u201d with both sides showing a \u201cdesire to reduce tensions,\u201d a senior State Department official told reporters. But \u201cprofound differences\u201d between the US and China were also clear during the meeting, the official added.<\/p>\n\n\n\n<p>\u201cNo one was under any preconception that we were going solve all of the difficult issues in one meeting or two meetings,\u201d the official added, noting that it was important to start the conversation.<\/p>\n\n\n\n<p>One thing that the two sides agreed on was the need to expand flights between the two countries, US officials said. But they did not share any agreements on that topic, or any other substantive topic, with reporters.<\/p>\n\n\n\n<p>Following the afternoon meeting, Blinken moved on to a working dinner with Qin, the US State Department told the traveling press.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"paragraph-ccf61937-0c67-9f88-4099-cf6616f3d0b2\">Strained relationship<\/h2>\n\n\n\n<p>On Monday, Blinken is scheduled for a meeting with China\u2019s top diplomat Wang Yi, as well as roundtable talks with American exchange students and business leaders.<\/p>\n\n\n\n<p>The Biden administration\u2019s relationship with Beijing is one of its most complicated and consequential, and one that has seen months of strain, including two military-related incidents in recent weeks.<\/p>\n\n\n\n<p>Biden and Xi met in person for the first time as presidents on the sidelines of the Group of Seven summit in Indonesia last November.<\/p>\n\n\n\n<p>Blinken\u2019s trip, which had been announced by Biden and Xi after their meeting, was originally scheduled to happen in February and had been seen as a key follow-on engagement. However, it was&nbsp;<a href=\"https:\/\/www.cnn.com\/2023\/02\/03\/politics\/china-us-balloon-intl\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">postponed<\/a>&nbsp;after the discovery of a suspected Chinese spy balloon transiting the US, which Blinken said at the time \u201ccreated the conditions that undermine the purpose of the trip.\u201d<\/p>\n\n\n\n<p>However, Kritenbrink said Wednesday that both the US and China came \u201cto the shared conclusion that now is the right time to engage at this level,\u201d but \u201cwe\u2019re not going to Beijing with the intent of having some sort of breakthrough or transformation in the way that we deal with one another.\u201d<\/p>\n\n\n\n<p>\u201cI think the fact that China agreed to this meeting reflects that Beijing is feeling pretty confident about its own position,\u201d Patricia Kim, a Brookings Institution fellow, said at a media briefing Friday.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/media.cnn.com\/api\/v1\/images\/stellar\/prod\/230617200911-01-blinken-beijing-arrival-061823.jpg?c=16x9&amp;q=h_720,w_1280,c_fill\" alt=\"US Secretary of State Antony Blinken arrives in Bejing, China, on June 18.\" \/><\/figure>\n\n\n\n<p>US Secretary of State Antony Blinken arrives in Bejing, China, on June 18.Leah Millis\/Reuters<\/p>\n\n\n\n<p>\u201cBoth sides make comments about the fact that this trip, this visit isn\u2019t going to fundamentally change the US-China relationship or resolve the many disputes between the two countries, and I think there\u2019s this desire not to set expectations too high or to appear too eager to engage with the other side. I think neither side wants to look as if they\u2019re accepting or acquiescing to the other\u2019s actions,\u201d she said.<\/p>\n\n\n\n<p>Speaking to reporters Saturday, Biden acknowledged \u201clegitimate differences\u201d with China but maintained he was willing to discuss the \u201careas we can get along.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"paragraph-d7de9794-7ed3-074b-338d-c6091a385ead\">A promise to raise \u2018very real concerns\u2019<\/h2>\n\n\n\n<p>Prior to his visit, Blinken said that in his meetings with senior Chinese officials, he intended to raise \u201cour very real concerns on a range of issues.\u201d Those issues include the fentanyl crisis, Taiwan and cross-Strait issues, the war in Ukraine, and China\u2019s detention of American citizens, including Kai Li, Mark Swidan and David Lin.<\/p>\n\n\n\n<p>On the fentanyl crisis, the senior State Department official said that Blinken\u2019s specific focus is on stemming the flow of precursor chemicals from China to labs in South America, where the deadly opioid is produced.<\/p>\n\n\n\n<p>Blinken also said Friday he intended \u201cto explore the potential for cooperation on transnational challenges \u2013 global economic stability, illicit synthetic drugs, climate, global health \u2013 where our countries\u2019 interests intersect and the rest of the world expects us to cooperate.\u201d<\/p>\n\n\n\n<p>His visit comes on the heels of a flurry of meetings between American and Chinese officials in recent weeks.<\/p>\n\n\n\n<p>In May, US national security adviser Jake Sullivan&nbsp;<a href=\"https:\/\/www.cnn.com\/2023\/05\/11\/politics\/jake-sullivan-wang-yi-meeting\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">met with China\u2019s top diplomat, Wang Yi<\/a>, in Vienna, followed by talks between the two countries\u2019 commerce officials in Washington. China\u2019s new ambassador has also arrived in the US, vowing to enhance relations at a time of \u201cserious difficulties and challenges.\u201d<\/p>\n\n\n\n<p>\u201cChina and the US have already had relatively frequent high-level diplomatic contacts, all of which indicate that the two sides are gradually getting back on the right track,\u201d said Shen Dingli, an expert on China\u2019s foreign policy in Shanghai.<\/p>\n\n\n\n<p>However, contacts between the countries\u2019 top military officials are still frozen, and it remains to be seen whether Blinken\u2019s visit can lead to a breakthrough on that front. China rejected an offer for a formal meeting between Secretary of Defense Lloyd Austin and Chinese Defense Minister Li Shangfu, who is under US sanction, in Singapore last month, although the two did speak briefly.<\/p>\n\n\n\n<p>The US is also due to host the leaders\u2019 summit of the Asia-Pacific Economic Cooperation in November, which Xi, the Chinese leader, will attend no matter the state of the US-China relationship, Shen said.<\/p>\n\n\n\n<p>But whether Xi\u2019s trip will include a formal visit to the US \u2013 and at what level \u2013 depends on \u201cwhat can be done by the two sides beforehand,\u201d Shen said.<\/p>\n\n\n\n<p>Biden told reporters Saturday he believed Blinken\u2019s trip to China could ease tensions and said he hoped to meet with Xi again over the \u201cnext several months.\u201d<\/p>\n\n\n\n<p>Shen said there were two things China cared about the most: \u201cmanaging differences on the Taiwan issue and preventing supply chains from decoupling, especially on advanced chips.\u201d<\/p>\n\n\n\n<p>\u201cThe hope is that Blinken\u2019s visit can improve relations both in form and in substance.
