{"id":6789,"date":"2023-06-21T03:34:55","date_gmt":"2023-06-21T03:34:55","guid":{"rendered":"https:\/\/ameforum.net\/?p=6789"},"modified":"2023-06-21T03:34:56","modified_gmt":"2023-06-21T03:34:56","slug":"indias-modi-is-on-a-landmark-visit-to-the-u-s-heres-what-to-expect","status":"publish","type":"post","link":"https:\/\/ameforum.net\/en\/indias-modi-is-on-a-landmark-visit-to-the-u-s-heres-what-to-expect\/","title":{"rendered":"India\u2019s Modi is on a landmark visit to the U.S. Here\u2019s what to expect"},"content":{"rendered":"<p>Charmaine Jacob<br><\/p>\n\n\n\n<p>Indian Prime Minister Narendra Modi will meet President Joe Biden on Thursday during his first<a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2023\/05\/10\/statement-from-white-house-press-secretary-karine-jean-pierre-on-the-official-state-visit-of-prime-minister-narendra-modi-of-the-republic-of-india\/\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;state visit to the U.S.<\/a><\/p>\n\n\n\n<p>High on the agenda will be deepening of defense ties, partnerships in technology and India\u2019s role in the Indo-Pacific.<\/p>\n\n\n\n<p>Ties between India and the U.S. are at a turning point and the relationship between the two nations have improved in the last decade, said Harsh V. Pant, vice president of studies and foreign policy at Observer Research Foundation, a Delhi-based think tank.&nbsp;<\/p>\n\n\n\n<p>\u201cThis is a very important visit, it is as much about India reaching out to the U.S., as it is about the U.S. reaching out to India,\u201d Pant said.<\/p>\n\n\n\n<p>Biden has only hosted two state visits during his presidency, the first with his&nbsp;<a href=\"https:\/\/www.cnbc.com\/2022\/12\/01\/macron-says-us-must-stand-with-democracies-amid-russian-aggression.html\" target=\"_blank\" rel=\"noopener\">French counterpart Emmanuel Macron&nbsp;<\/a>in December 2022, and the second with<a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2023\/04\/26\/fact-sheet-republic-of-korea-state-visit-to-the-united-states\/\" target=\"_blank\" rel=\"noreferrer noopener\">&nbsp;South Korea\u2019s president Yoon Suk Yeol in April.&nbsp;<\/a><\/p>\n\n\n\n<p>\u201cThis visit symbolizes the unwavering commitment to deepening ties and signifies the immense potential for both countries to collaborate amidst global challenges,\u201d Farwa Aamer the director of South Asia initiatives at the Asia Society Policy Institute, said.<\/p>\n\n\n\n<p>\u201cFor many in India and the U.S., the visit is a testament to the promise and high expectations for the future of U.S.-India collaboration \u2014 one of shared prosperity,\u201d Aamer said.&nbsp;<\/p>\n\n\n\n<p>The U.S. is looking at India as a partner it can rely on, but its partnership will be very different since India is not an ally, Pant told CNBC.<\/p>\n\n\n\n<p>\u201cThe U.S. is not used to having partners that are not allies, but is willing to look at its partnership with India differently \u2014 one that is relatively independent minded but will help American priorities as well,\u201d he said in a phone interview.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><a><\/a>Strengthening defense ties<\/h2>\n\n\n\n<p>India and Russia have long shared a steadfast relationship, with India relying heavily on the Kremlin for oil and military weapons.&nbsp;<\/p>\n\n\n\n<p>The South Asian nation is the world\u2019s largest buyer of Russian arms, accounting for approximately 20% of Russia\u2019s current order,&nbsp;<a href=\"https:\/\/www.reuters.com\/world\/russian-arms-supplies-india-worth-13-bln-past-5-years-news-agencies-2023-02-13\/\" target=\"_blank\" rel=\"noreferrer noopener\">Reuters reported<\/a>.&nbsp;<\/p>\n\n\n\n<p>\u201cIndia has been too dependent on one country and that is not good, and although dependence has dropped from 80% in the 1990s to about 65% now, dependence is still huge,\u201d Pant pointed out.&nbsp;<\/p>\n\n\n\n<p>However, because of the war in Ukraine, Russia has not been able to send critical defense weapons it had promised India, pushing the Indian military to look to others \u2014 such as the U.S. \u2014 for supplies.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/image.cnbcfm.com\/api\/v1\/image\/107124102-1664169810115-gettyimages-1243276406-AFP_32JH9XD.jpeg?v=1687310702&amp;w=929&amp;h=523&amp;vtcrop=y\" alt=\"Russian President Vladimir Putin meets with India's Prime Minister Narendra Modi on the sidelines of the Shanghai Cooperation Organisation (SCO) leaders' summit in Samarkand on September 16, 2022. &quot;Today's era is not an era of war, and I have spoken to you on the phone about this,&quot; Modi said to Russian Prime Minister Vladimir Putin in a televised meeting in Samarkand.\" \/><\/figure>\n\n\n\n<p>Russian President Vladimir Putin with Indian Prime Minister Narendra Modi on the sidelines of the Shanghai Cooperation Organization leaders\u2019 summit in Samarkand on Sept. 16, 2022.<\/p>\n\n\n\n<p>Alexandr Demyanchuk | Afp | Getty Images<\/p>\n\n\n\n<p>Still, analysts are optimistic that the meeting between Biden and Modi could lead to more weapons agreements.<\/p>\n\n\n\n<p>India has long been interested in buying SeaGuardian drones from the U.S., but the hoped-for deal that could be worth between $2 billion to $3 billion has been long hampered by \u201cbureaucratic stumbling blocks,\u201d&nbsp;<a href=\"https:\/\/www.reuters.com\/business\/aerospace-defense\/us-pushing-india-seal-big-armed-drone-buy-modi-visit-sources-2023-06-13\/\" target=\"_blank\" rel=\"noreferrer noopener\">Reuters reported.<\/a>&nbsp;<\/p>\n\n\n\n<p>The deal could still be brought back to the table.&nbsp;<\/p>\n\n\n\n<p>\u201cIndia\u2019s Ministry of Defense has reportedly approved the purchase so it seems likely. The U.S. would like this to go through,\u201d Manjari Miller, senior fellow for India, Pakistan and South Asia at the Council on Foreign Relations told CNBC.<\/p>\n\n\n\n<p>\u201cIt would be important for the partnership \u2014 only a few military allies and NATO countries have this drone, and the U.S. is particular about whom it sells U.S. weapons and technology to.\u201d&nbsp;<\/p>\n\n\n\n<p>She highlighted that now is an important time for the deal to come through as it will draw \u201cIndia closer into the U.S. defense orbit, and is a step away from India\u2019s dependence on Russian arms and equipment.\u201d&nbsp;<\/p>\n\n\n\n<p>India is undermining its strategic options by thinking it can continue to rely on Russia, Lisa Curtis, senior fellow and director of the Indo-Pacific Security Program at the Center for a New American Security.<\/p>\n\n\n\n<p>\u201cIt wants to try to keep a wedge between Russia and China because it doesn\u2019t want to contemplate the idea of Russia and China both arrayed against it. Then you throw Pakistan in there and things look really dire from the Indian perspective,\u201d Curtis told the&nbsp;<a href=\"https:\/\/carnegieendowment.org\/2023\/06\/20\/what-biden-wants-from-modi-s-state-visit-pub-90013#:~:text=I%20want%20to%20see%20a,borders%20without%20governments%20even%20knowing.\" target=\"_blank\" rel=\"noreferrer noopener\">Carnegie Endowment for International Peace.<\/a><\/p>\n\n\n\n<p>The drones will also enhance the Indian armed forces \u201cintelligence-surveillance-reconnaissance capabilities\u201d that will aid the country in securing their borders with China and Pakistan, Karthik Nachiappan, research fellow at the Institute of South Asian Studies at the National University of Singapore said.&nbsp;<\/p>\n\n\n\n<p>Tensions between India and China over the disputed border in the Himalayan region has been ongoing since the 1950s with no end in sight.&nbsp;<a href=\"https:\/\/www.cnbc.com\/2022\/12\/13\/indian-chinese-troops-suffered-minor-injuries-in-clash-on-dec-9-indian-army-says.html\" target=\"_blank\" rel=\"noopener\">Twenty Indian soldiers were killed in June 2020<\/a>&nbsp;in hand-to-hand combat with Chinese troops, followed by another clash in December 2022.<\/p>\n\n\n\n<p>But India wants to \u201cgo beyond a buyer-seller relationship,\u201d with the U.S., Pant said adding that India is working toward a \u201cco-production and co-development relationship\u201d with the U.S. so it can build its own domestic manufacturing defense base.&nbsp;<\/p>\n\n\n\n<p>Private sectors in the U.S. could also start making more significant investments in India, with the two countries set to work together on producing fighter jet engines, said Pant.<\/p>\n\n\n\n<p>\u201cThere\u2019s a change in the way the U.S. looks at India, and defense will be a beneficiary of that. India will definitely be looking to reduce its dependence on Russia, and that will be quite an extreme move,\u201d he added.&nbsp;<\/p>\n\n\n\n<p>Without mentioning China, the&nbsp;<a href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2023\/05\/10\/statement-from-white-house-press-secretary-karine-jean-pierre-on-the-official-state-visit-of-prime-minister-narendra-modi-of-the-republic-of-india\/\" target=\"_blank\" rel=\"noreferrer noopener\">White House said in May<\/a>&nbsp;the visit will \u201cstrengthen our two countries\u2019 shared commitment to a free, open, prosperous, and secure Indo-Pacific and our shared resolve to elevate our strategic technology partnership, including in defense, clean energy, and space.\u201d<\/p>\n\n\n\n<p>\u201cBoth the United States and India share the objective of not having an Asia that is dominated by China, or an Indo-Pacific region that is subject to Chinese coercion and assertiveness,\u201d said Ashley Tellis, senior fellow at the Carnegie Endowment in a Q&amp;A report.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><a><\/a>Energy: Reliance on Russian oil<\/h2>\n\n\n\n<p>Although India\u2019s purchase of Russian weapons could fall, the same can\u2019t be said for oil.&nbsp;&nbsp;<\/p>\n\n\n\n<p>When Western nations<a href=\"https:\/\/www.cnbc.com\/2023\/02\/16\/sanctions-on-russian-oil-are-having-the-intended-effect-iea-says.html\" target=\"_blank\" rel=\"noopener\">&nbsp;imposed sanctions on Russian oil as a result of the unprovoked war in Ukraine,&nbsp;<\/a>India doubled down on its purchases.&nbsp;<\/p>\n\n\n\n<p>Russian oil currently accounts for almost 20% of India\u2019s annual crude imports, a significant increase from just 2% in 2021,&nbsp;<a href=\"https:\/\/www.reuters.com\/business\/energy\/ongc-chief-expects-russian-oil-make-up-30-indias-imports-interfax-2023-06-17\/#:~:text=%22(The)%20share%20of%20Russian,St%20Petersburg%20International%20Economic%20Forum.\" target=\"_blank\" rel=\"noreferrer noopener\">Reuters reported.<\/a><\/p>\n\n\n\n<p>Oil prices were extremely volatile at the start of the Ukraine war in February last year,\u00a0<a href=\"https:\/\/www.cnbc.com\/2022\/02\/24\/oil-prices-jump-as-russia-launches-attack-on-ukraine.html\" target=\"_blank\" rel=\"noopener\">spiking to $100 for the first time since 2014\u00a0<\/a>. But India has continued to buy cheap Russian oil since and continues trading with the country despite global sanctions on the Kremlin.<\/p>\n\n\n\n<p>\u201cIndia has become very close to the West in the last five to 10 years, but it understands that it cannot simply detach from Russia,\u201d Amit Ranjan, research fellow at the NUS Institute of South Asian Studies said. &nbsp;<\/p>\n\n\n\n<p>\u201cRussia is an old friend of India, and India understands the importance of the relationship \u2026 Oil is an important piece of that relationship,\u201d Ranjan said.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><a><\/a>Technology: Diversifying from China<\/h2>\n\n\n\n<p>Partnerships in technology will be also be top on the agenda for Modi.<\/p>\n\n\n\n<p>\u201cI think the technology issues have become so critically important, as we see China making advancements and hear about China\u2019s advancements with AI,\u201d according to Curtis.<\/p>\n\n\n\n<p>\u201cIn seeing how much China is advancing, the U.S. now understands the importance of really cooperating closely with India and trying to take advantage of the strengths on both sides,\u201d she said.<\/p>\n\n\n\n<p>\u201cThere are so many ways that the two sides can benefit from this increased technology cooperation\u2014not to mention the progress that has been made on semiconductors. This has been a real area of focus for India and the United States, and I see that only growing as we move into the future,\u201d Curtis added.<\/p>\n\n\n\n<p>There will also be a flurry of business meetings with tech leaders.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.cnbc.com\/quotes\/TSLA\/\" target=\"_blank\" rel=\"noopener\">Tesla<\/a>&nbsp;chief Elon Musk&nbsp;<a href=\"https:\/\/www.cnbc.com\/2023\/06\/20\/elon-musk-scheduled-to-meet-indian-prime-minister-modi-on-tuesday.html\" target=\"_blank\" rel=\"noopener\">met Modi in New York<\/a>&nbsp;to discuss the EV company\u2019s ambitions in India and the possibility of setting up a manufacturing facilities in the country.<\/p>\n\n\n\n<p>Modi is also expected to meet other CEOs, including&nbsp;<a href=\"https:\/\/www.cnbc.com\/quotes\/AAPL\/\" target=\"_blank\" rel=\"noopener\">Apple<\/a>\u2019s Tim Cook,&nbsp;<a href=\"https:\/\/www.cnbc.com\/quotes\/GOOGL\/\" target=\"_blank\" rel=\"noopener\">Google<\/a>\u2019s Sundar Pichai, Microsoft\u2019s Satya Nadella and&nbsp;<a href=\"https:\/\/www.cnbc.com\/quotes\/FDX\/\" target=\"_blank\" rel=\"noopener\">FedEx<\/a>\u2019s Raj Subramaniam at the White House state dinner on Thursday.<\/p>\n\n\n\n<p>The growing partnership between India and the U.S. also gives room for the two nations to adopt a \u201cChina plus one\u201d strategy and push more technology companies to set up operations in India, analysts told CNBC.<\/p>\n\n\n\n<p>The U.S.-India initiative on Critical and Emerging Technology was announced in May last year. The iCET initiative aims to \u201celevate and expand\u201d the two countries\u2019 technology partnership and defense industrial cooperation, the White House said in January.&nbsp;<\/p>\n\n\n\n<p>Pant said it points to the two countries\u2019 willingness to work together \u2014 both in terms of research and development, and what both governments can do together.&nbsp;<\/p>\n\n\n\n<p>In the last six months, more U.S. technology companies have set their eyes on India.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/image.cnbcfm.com\/api\/v1\/image\/107227410-1681852782952-gettyimages-1251959668-AVaishnav_Apple_store_launched_in_Mumbai_11.jpeg?v=1687310702&amp;w=929&amp;h=523&amp;vtcrop=y\" alt=\"MUMBAI, MAHARASHTRA, INDIA - 2023\/04\/18: People are seen inside the Apple store after the launch at Jio World Drive mall.
