إليك أبرز ما قيل في الجلسة الرابعة أمام “العدل الدولية” بشأن تبعات احتلال إسرائيل للأراضي الفلسطينية

استمعت محكمة العدل الدولية، الخميس، لمداخلات عدد من الدول كان أبرزها الصين والعراق وإيران حول التبعات القانونية “للاحتلال الإسرائيلي للأراضي الفلسطينية منذ عام 1967″، بموجب القرار الصادر عن الجمعية العامة للأمم المتحدة عام 2022.

وتعتبر جلسة الخميس جلسة الاستماع الرابعة في لاهاي، حيث تدلي 52 دولة برأيها حول الاحتلال الإسرائيلي للأراضي الفلسطينية في عام 1967.

وقال ماشين مين، ممثل الصين أمام المحكمة، إن “تحقيق العدالة للقضية الفلسطينية تأخر كثيرا، وأنه يتعين عدم إنكارها”، وأضاف أن “الصين تدعم الفلسطينيين في تحقيق حقوقهم، وتؤيد حل الدولتين من خلال المفاوضات.”


وأضاف: “إن الصراع الفلسطيني الإسرائيلي ينبع من الاحتلال الإسرائيلي الطويل للأراضي الفلسطينية والقمع الإسرائيلي الطويل الأمد للشعب الفلسطيني”.

واتهم أيمن الصفدي، وزير الخارجية الأردني إسرائيل بارتكاب إبادة جماعية في غزة وقال: “إن نصف مليون فلسطيني في القطاع يموتون جوعا ويعانون أسوأ مراحل المجاعة.”

وتابع إن إسرائيل لا تهتم بالقانون الدولي، وأشار إلى ازدياد “إرهاب” المستوطنين في الضفة الغربية.

وفي سياق متصل، دعا ممثل العراق إلى “محاسبة إسرائيل على جرائمها وأن تتحمل مسؤوليتها أمام القانون الدولي”. وأدان رضا نجفي، نائب وزير الخارجية الإيراني للعلاقات الدولية “ممارسات الاحتلال الإسرائيلي التي تؤكد وجود نية لاستمرار الاحتلال.”

وأشار نجفي إلى أن “الاحتلال ينتهك بشكل كبير القانون الدولي عبر تغييرات ديموغرافية، خاصة وإن إسرائيل تمارس التهجير القسري للفلسطينيين منذ 1948.”

يجدر بالذكر أن قرار المحكمة هو “رأي استشاري” غير ملزم بشأن “التبعات القانونية الناشئة من سياسات وممارسات إسرائيل في الأرض الفلسطينية المحتلة، بما في ذلك القدس الشرقية”.

Day 3 of the ICJ hearings ends

Proceedings have ended the third day of hearings at the International Court of Justice in The Hague, Netherlands.

Hungary called on the ICJ to decline to exercise its jurisdiction as its advisory opinion could “directly contribute to the escalation of the conflict”.

Guyana said “Israel’s occupation must end, immediately, comprehensively, irreversibly”.

The Gambia asked the ICJ to affirm that the occupation is illegal. It also argued that Israel was under an obligation to end its occupation immediately.

France said all damage caused to the Palestinian population as a result of Israeli policies and practices illegal under international law must be the object of restitution and, failing that, compensation.

Russia called for the establishment of the Palestinian state, saying “a negotiated two-state solution with an independent and viable Palestinian state peacefully coexisting with Israel will be the best recipe for bringing an end to Israel’s violations, creating guarantees of their non-repetition and redressing the damage”.

No ‘Plan B’ for Palestinian aid agency, warns Lebanon head

The United Nations agency for Palestinian refugees has no “plan B” past March should donor countries that withheld funding following Israeli allegations uphold their suspensions, the head of its Lebanon office said on Thursday.

Israel accused 12 of UNRWA’s 13,000 employees in Gaza of taking part in the Hamas-led attack on Israeli towns last year. The claims came after years of Israeli calls for the agency to be disbanded, and as Gaza residents face widespread hunger and only a trickle of aid into the bombarded enclave.

Sixteen countries suspended funding pending an investigation by the UN’s oversight office that Lebanon chief Dorothee Klaus said would be ready in a few weeks.

“We hope that as many donors as possible indicate to the agency that they are reconsidering the funding freeze, and that funding will be restored to the agency, hopefully in such a way that we don’t have a cash flow issue, and services continue uninterrupted,” she said.

“We do not have a plan B.”

Unprecedented crisis

Already, her office may not be able to finance its quarterly cash distribution to 65 percent of Palestinian refugees in Lebanon.

“This will be the first indicator to the community that UNRWA is cash-strapped, and this would be the first service that we will not be able to provide in quarter one,” Klaus said.

While UNRWA has faced cash crunches before, the collective suspension has prompted an unprecedented crisis and it would be wrong to think other agencies could fill the gap, she said.

In Lebanon, UNRWA manages 12 camps for refugees, providing services from healthcare and schooling to garbage collection. If funding dries up, within a couple of days there would be trash filling camp streets, Klaus said.

Israel’s allegations have also prompted a separate review process by UNRWA that she said would examine safeguards protecting its neutrality and independence.

Asked if that would involve an examination of possible affiliations to armed groups of UNRWA staff in Lebanon’s camps, Klaus said she expected her branch would be consulted.

Israel’s invasion of Rafah puts Gaza hostages at risk, Egypt claims – report

Egypt has warned Israel against attempting to launch more rescue operations to free hostages in the Gaza Strip, Lebanese media al-Akhbar reported on Thursday morning.

As per the report, Egyptian officials told their Israeli counterparts that there will be fewer, if any, opportunities to launch another operation as Hamas and other Palestinian terrorrists have successfully transferred the hostages.

According to the officials cited by the report, the hostages were taken to “locations that Israel was not able to reach even during previous incursions” in the Gaza Strip.

Israel warned to “prepare for consequences” of Rafah invasion

The officials further told Israel to “carefully study any step” before launching a military offensive into Rafah.

Egypt, which is reported to be “disturbed” by a perceived lack of communication from the United States on Israeli plans to invade the southern Gaza city, was said to be intent on “disrupting” IDF invasion plans.

The officials told their Israeli counterparts that encroaching into Rafah would “increase the risk to the lives of” the 132 hostages remaining in Gaza, and called on the IDF to “prepare to bear the consequences” of such invasion.

With the IDF completing its operational takeover of Khan Yunis, sources have confirmed to the Jerusalem Post that the IDF found no hostages there. For most of the war, the IDF said most of the Israeli hostages held by Hamas were in Khan Yunis.
